An Air Canada Airbus A320-200, registration C-FPDN performing flight AC-1815 from Cayo Coco (Cuba) to Toronto,ON (Canada) with 151 people on board, was enroute at FL310 exactly above Grand Bahama International Airport when the crew initiated an emergency descent to 10,000 feet and subsequently decided to divert to Miami, where the aircraft landed safely about 30 minutes later.

The Canadian TSB reported the aircraft had been dispatched with the #2 bleed air system inoperative under minimum equipment list requirements. While enroute at FL310 the crew received an "AIR ENG 1 BLEED ABNORMAL PR" ECAM message, declared PAN and performed an emergency descent to 10,000 feet, the cabin pressure never fell below the limit to release the passenger oxygen masks. Maintenance replaced the #2 Temperature Limitation Thermostat and the #2 Pressure Relief Valve and returned the aircraft to service following satisfactory engine runs.
