A Cargojet Boeing 767-200, registration C-GKLY performing flight W8-551 from Winnipeg,MB to Calgary,AB (Canada) with 2 crew, was climbing out of Winnipeg's runway 36 when the crew noticed the overspeed and lowspeed tapes fluctuated towards the current airspeed simultaneously. While retracting the flaps from position 5 to 1 the flaps indication fluctuated between 1 and 0. Emergency doors, Main entry doors, lower cargo doors indications were flashing. A clicking noise came from the overhead panel. Upon selecting the flaps up the crew received a flaps asymmetry indication, the crew declared PAN, stopped the climb at 6000 feet and returned to Winnipeg for a safe landing on runway 36 about 30 minutes after departure.

The Canadian TSB reported maintenance replaced the proximity sensor encoding unit.

The occurrence aircraft was able to depart again and reached Calgary with a delay of 4 hours.
