An East Air Airbus A320-200, registration EY-623 performing flight EG-704 from Moscow Domodedovo (Russia) to Kulyab (Tajikistan) with 186 passengers and 6 crew, veered off the runway while landing at Kulyab at about 07:25L (02:25Z) and came to a stop with a damaged nose gear. No injuries occurred.

The Interstate Aviation Committee (MAK) reported on Feb 7th that the aircraft went off the runway shoulder during the landing roll. The aircraft came to a stop with a damaged nose gear. The MAK opened an investigation.

The airline stated in order to avoid any rumours that the aircraft landed in bad weather and low visibility, when it rolled out of the side of the runway and damaged its nose gear. There were no injuries.

On Feb 11th 2014 the French BEA reported that the aircraft skidded off the runway while landing at Kulyab, the nose landing gear and the engine cowls were damaged. The occurrence was rated an accident and is being investigated by the MAK.

No weather data are available for Kulyab (also known as Kulob).

Russia's MAK released their final report in Russian concluding the causes of the accident were:

The collision of the aircraft with snow walls on a 45 meters wide runway that had been cleared only to a width of 22 meters with snow walls of 50 to 95cm in height outside that cleared width. The collision, after the aircraft had veered to the right, led to destruction of the nose landing gear and damage to the engines.

Contributing factors were:

- the decision by airport operations to receive the aircraft on an unprepared runway
- air traffic control being unaware of the unprepared condition of the runway at the time of the landing and accident and thus being unable to relay that condition to the crew or prevent landing on that runway.

The MAK reported that analysis of flight data and cockpit voice recorders did not reveal any deficiencies on the aircraft or operation by the flight crew. At the time of departure from Moscow the weather reports from Kulyab justified the departure.

About 11-12 meters each side off the center line had been cleared, at the runway edges there were snow walls of 50 to 95 cm (1.5 to 3 feet) in height. At the time of arrival there were 50 to 80 mm/2 to 3 inches of fresh snow on the runway surface. The runway condition thus was not suitable to permit landing of the aircraft. The airport however took the decision to accept the aircraft in violation of the regulations.

The MAK reported that the head of airport operations as well as the airport engineer had left the aerodrome at the time of arrival of the aircraft and were unavailable, snow removal work had stopped and the vehicles had been released. However, the journal about the aerodrome status and runway status was not updated leaving ATC unaware of the condition.

The MAK also reported that Kulyab airport does not have access to snow removal machinery (snow blowers) capable of dealing with large masses of snow.
