An Air Inuit de Havilland Dash 8-100, registration C-FAIV performing flight 3H-809-Medevac from Kuujjuarapik,QC to Montreal,QC (Canada), was descending towards Montreal about 30nm north of the aerodrome when the crew declared emergency reporting a hydraulic failure. The aircraft positioned for an approach to Montreal's runway 28. While the aircraft was on final approach to runway 28, a vehicle was seen crossing the runway near the end without clearance and despite stop lights illuminated at the hold short lines. The aircraft continued the approach and landed safely on runway 28, stopped on the runway and was towed to the apron. Runway 28 was temporarily closed as result.
