The SAIB reported that the aircraft was delayed by about one hour causing certain levels of stress. The flight attendant was located at the rear door to receive passengers for boarding. One passenger was carrying two pieces of hand luggage, one of them labelled to be transported in the hold. The flight attendant took charge of that piece of luggage and placed it onto the floor to put it into the hold later. Some time later a ground worker returned a bag of waste previously offloaded because it had not been sorted in a way acceptable to the airport.
After boarding was completed the driver of the mobile stairs vehicle went to the aircraft door, disassembled the stair's side panels and waited for the door to be closed. The flight attendant closed and locked the door, however without required verbal communication. The driver subsequently moved to drive off. When the flight attendant stowed away the returned waste she discovered that the passenger's luggage was still on the floor and opened the cabin door to put it into the hold. Just when she stepped out onto the platform the vehicle started to move, the flight attendant lost balance and fell onto the apron. The driver noticed the fall, stopped and hurried to the flight attendant urging her to lie still and called an ambulance.
The flight attendant received cracks to 4 vertebrae and a head wound.
She later reported that she was not entirely prepared for the closure of the door when it was initiated. The driver said however, he did not touch the door and waited on the platform until the door was closed.
Drivers are instructed to wait for an "all clear" signal by the cabin crew indicating that the stairs can be removed.
