A Hokkaido Air Systems Avions de Transport Regional ATR-42-600 on behalf of JAL Japan Airlines, registration JA13HC performing flight JL-2787 (Callsign NTH-2787) from Sapporo Okadama to Rishiri (Japan) with 31 passeengers and 3 crew, was climbing out of Okadama's runway 14 when the crew stopped the climb at about FL130 after a passenger noticed the right hand gear door had become loose. The aircraft returned to Okadama, performed a low approach to runway 14 and subsequently entered a hold for about 100 minutes to decide how to respond to the fault. The crew performed another low approach to runway 14, then decided to divert to Sapporo's New Chitose Airport where the aircraft landed on runway 19L without further incident about 3:20 hours after departure.

Japan's Ministry of Transport reported they are looking into the occurrence whether it needs to be rated a serious incident.
