A Ryukyu Air Commuter de Havilland Dash 8-400, registration JA82RC performing flight RAC-861 from Okinawa to Minami Daito (Japan) with 17 passengers and 4 crew, was climbing out of Okinawa Naha's runway 36R when the crew stopped the climb at about FL185 and descended back to FL170 due to a cracked windshield. The aircraft subsequently descended further to FL090. About 20 minutes later the crew decided to return to Okinawa, descended further to FL080 and landed safely back on Okinawa's runway 36L about 70 minutes after departure.

The airline reported a crack developed in the outer pane of the windshield.
