A Pinnacle Airlines Canadair CRJ-200 on behalf of Delta Airlines, registration N8683B performing flight 9E-4015/DL-4015 from Ottawa,ON (Canada) to Detroit,MI (USA) with 46 people on board, stopped the climb out of Ottawa at FL190. After about 12 minutes enroute at FL193 the passenger oxygen masks were released, the crew descended the aircraft normally to 10,000 feet, reaching 10,000 feet about 8 minutes after leaving FL190, and diverted to Buffalo,NY (USA) for a safe landing on runway 05 about one hour after departure and 40 minutes after leaving FL190. Three people were examined by paramedics at the airport but did not require further medical treatment.

The remainder of the flight was cancelled.

The airport reported the passenger oxygen masks deployed and worked as designed. It was unclear what caused the cabin pressure problem, a mechanical problem or inclement weather because of oncoming snow storm might have played a role. The aircraft is being examined.
