According to Japan's Ministry of Transport the aircraft landed with 3400 lbs of fuel remaining where regulations required 4200 lbs of minimum fuel remaining. The occurrence was rated a serious incident and is being investigated.
On Jul 18th 2023 Japan's TSB announced, they have opened an investigation into the occurrence stating: "although the aircraft attempted to land at Hakodate Airport twice, it was unable to land due to poor visibility and was diverted to New Chitose Airport. Due to low fuel remaining near the above location, the crew requested priority for air traffic control and landed at the airport at 09:45."
On Jun 27th 2024 the JTSB said in a progress report that the draft final report is currently being reviewed and described sequence of events: The aircraft was on final approach to runway 12 at Hakodate when the crew, consisting of a captain, a first officer under line training and a training captain in the observer seat monitoring the first officer, could not establish required visual contact with the runway and went around. The crew subsequently discussed the weather situation and decided to attempt another approach advising ATC that they would need to instantly divert to Sapporo if they needed to go around again. On the second approach to runway 12 they were again unable to visually confirm the land marks and went around a second time and initiated the diversion to Sapporo. The aircraft landed in Sapporo about 25 minutes after the second and 45 minutes after the first go around. About 17 minutes prior to landing the crew declared emergency due to being low on fuel. The progress report does not mention how much fuel was left on board after landing.
