A United Boeing 767-300, registration N663UA performing flight UA-940 from Newark,NJ (USA) to London Heathrow,EN (UK) with 228 people on board, was climbing out of Newark's runway 22R when the crew received a clearance to climb to 17,000 feet and direct to MERIT waypoint but requested a heading to MERIT advising, they had no navigation available and were working on it. The crew stopped the climb at 14,000 feet, requested delay vectors while still working on the issue and subsequently declared emergency advising they would need vectors all the time. The aircraft dumped fuel and returned to Newark, performed an ILS approach and landed safely on runway 22L about 50 minutes after departure.

A replacement Boeing 767-300 registration N672UA reached London with a delay of 3 hours.

The occurrence aircraft remained on the ground in Newark for about 9 hours, then returned to service.
