The airline reported verification of QAR data confirmed the flaps and landing gear were extended below 1000 feet AGL only, the aircraft should have gone around in accordance with standard operating procedures which require landing gear and flaps to be in position at the latest at 1000 feet AGL. The captain however was concerned that if the landing was delayed by a go around they would need to divert to Seoul Incheon Airport. The captain was suspended for 4 weeks, the first officer for 2 weeks.
Korea's Ministry of Transport reported they have not received a report.
