An Air Canada Airbus A330-300, registration C-GEGC performing flight AC-739 from Toronto,ON (Canada) to San Francisco,CA (USA) with 108 people on board, was enroute at FL360 near Green Bay,WI (USA) when the crew received a yellow hydraulic system low pressure and low quantity indication. The crew, after consultation with dispatch and maintenance, decided to return to Toronto, declared PAN PAN on approach to Toronto advising they needed to perform a zero flaps landing and requested emergency services to check the brakes after landing. The aircraft landed safely back in Toronto and vacated the runway.

The Canadian TSB reported the aircraft had been dispatched under minimum equipmet list requirements following a yellow hydraulic pump low pressure alert and a "FLAP SYS 2 INOP" message. In flight the crew received a yellow hydraulic low indication and returned to Toronto. Maintenance found the pressure switch to be leaking. The pressure switch and the o-ring were replaced.
