A Republic Airlines Embraer ERJ-170 on behalf of United, registration N724YX performing flight UA-3591 from Chicago O'Hare,IL to Washington National,DC (USA), was climbing through FL220 when Center reminded the crew they were cleared to FL230. After the crew confirmed FL230, Center handed the aircraft off to the next sector. The aircraft performed an emergency descent to 10,000 feet shortly afterwards, the passenger oxygen masks were not released. The crew subsequently decided to return to Chicago for a safe landing on runway 10C about 73 minutes after departure.
