A Westjet Boeing 737-700, registration C-GRWS performing flight WS-427 from Toronto,ON to Edmonton,AB (Canada), was accelerating for takeoff from Toronto's runway 33R.

A fire engine, callsign RED11, was taxiing northbound on taxiway B, was instructed to cross runway 23, taxi via J and hold short runway 15R. RED11 crossed runway 23, turned left onto J and crossed runway 15L on the way towards runway 15R.

The Canadian TSB reported, the Boeing 737-700 was already airborne but had not yet overflown the intersection of runway 33R/15L and taxiway J when RED11 entered the runway.

NAV Canada reported RED11 was responding to an emergency and crossed the threshold runway 15L (= runway end 33R) without explicit authorization. Runway 33R was active departure runway at the time.
