Qeshm RJ1H at Tehran on Oct 16th 2018, runway incursion

A Qeshm Avro RJ-100, registration EP-FQZ performing flight QB-1252 from Tehran Mehrabad to Mashhad (Iran), was taxiing for departure from runway 29L and had been instructed to cross runway 29R and hold short of runway 29L, the crew correctly read back the taxi clearance.

A Zagros Airlines McDonnel Douglas MD-82, registration EP-ZAA performing flight ZO-4016 from Ahwaz to Tehran Mehrabad (Iran), was on final approach to Mehrabad's runway 29L and had been cleared to land, when the crew queried their landing clearance. Tower confirmed the landing clearance, the Zagros crew replied that an aircraft was on the runway. The controller instructed the RJ-100 to immediately vacate the runway making them aware of the runway incursion. The Qeshm crew claimed to have received clearance but vacated the runway via taxiway B1. The Zagros MD-82 continued for a safe landing about one minute after reporting the RJ-100 on the runway.

Iran's CAO released preliminary information in Persian (editorial notes: To serve the purpose of global prevention of the repeat of causes leading to an occurrence an additional timely release of all occurrence reports in the only world spanning aviation language English would be necessary, a Persian only release does not achieve this purpose as set by ICAO annex 13 and just forces many aviators to waste much more time and effort each in trying to understand the circumstances leading to the occurrence. Aviators operating internationally are required to read/speak English besides their local language, investigators need to be able to read/write/speak English to communicate with their counterparts all around the globe; thanks a lot to a native Persian speaker who volunteered to help with the translation) reporting that ATC recordings confirmed the Qeshm crew had been instructed to hold short of runway 29L and had properly read back the instruction, however, due to poor CRM failed to verify and review their clearances prior to entering runway 29L. In addition, tower did not notice the aircraft on the runway when the MD-82 crew queried their landing clearance. The occurrence was rated a runway incursion of severity C, an investigation is ongoing.
