A Rossiya Airbus A319-100, registration EI-ETN performing flight FV-521 (dep Sep 27th) from Saint Petersburg to Irkutsk (Russia) with 76 passengers and 6 crew, was on approach to Irkutsk when the crew selected the flaps from position 1 to position 2 but received a "F/CTL LOCKED - WING TIP BRK ON" message and a master caution. The crew aborted the approach and entered a hold to troubleshoot the issue. The aircraft landed safely on runway 12 at a higher than normal speed about 45 minutes after aborting the approach.

Rosaviatsia reported on Oct 15th 2012 that a left hand flap sensor, responsible to verify synchronous flap movement, seized and failed most likely due to water ingress, subsequent freezihng and mechanical destruction of the sensor as result of the ice expanding.
