A Horizon Airlines de Havilland Dash 8-400 on behalf of Alaska Airlines, registration N442QX performing flight QX-151/AS-2151 from Seattle,WA to Portland,OR (USA) wit 52 passengers and 4 crew, was on approach to Portland when the crew stopped the descent at 7000 feet MSL reporting a hydraulic problem and entered a hold for about 10 minutes, while emergency services at Portland responded and assumed their stand by positions. Approach offered a LOC approach to Portland's runway 21 (length 6000 feet/1840 meters) reporting winds from 190 degrees at 20 knots, the crew opted for the approach, intercepted the localizer and descended along the vertical profile but went around at about 3900 feet MSL reporting they had a hydraulic landing gear issue, the gear did not want to come down. After working the checklists the crew declared emergency and decided to divert to Eugene,OR (USA), offering a runway 16R of 8000 feet/2440 meters length. The aircraft landed safely in Eugene about 50 minutes after aborting the final approach to Portland.

The passengers were bussed to Portland.

Passengers reported the crew advised them of mechanical issues, the situation on board remained rather calm.
