An Air Canada Rouge Airbus A319-100, registration C-GBIM performing flight RV-1891 from Tampa,FL (USA) to Toronto,ON (Canada) with 143 people on board, was enroute when the crew received a low level indication for the yellow hydraulic system. The crew completed the related checklists and continued to Toronto. On approach the crew declared PAN and requested emergency services on stand by for the arrival. The aircraft landed safely.

The Canadian TSB reported maintenance found hydraulic fluid leaking at the PTU manifold check valve. The check valve O-ring was replaced.
